London elects four Controllers in a city-wide election, and together with the mayor these five make up the Board of Control. It is responsible for the broad financial, legal, HR, strategic and legal affairs of the city. Most municipalities have an Executive Committee or similar body--the only difference in London is that the community elects these representatives rather than Councillors engaging in political in-fighting to elect or appoint their city's executive committee. The controller receiving the highest number of votes becomes Deputy Mayor.
